If you stop looking at people as the cause and look at the city itself, is it so bad in Melbourne because of how it's economy is structured, it's centralised nature and the way it's infrastructure is?

I hope that in 25 years time future governments have looked back on this pandemic and city planning has changed to avoid these scenarios. I doubt it though, maybe I'll still be around to see
