Sorry for the late update.
The insurance assessor called me late last Friday with an increased $22K offer (+4K) to walk away or they will repair the Mondeo. This is proof that if you think that an insurance assessor is not being completely fair, they probably aren't.
We're (she's) taking the weekend to make the decision as to which way we move forward.
