Even HSV didn't have 18s then. (not until VT GTS) .

Late 90s Porsches, Ferraris, Lambos, Corvette, E55s, M5, M3, Viper all had 17s

Hell the fastest car in the world the Mclaren F1 had 17s

I think the CSVs had 18s, but can't really think of anything else of that era.
