Same story with Vic. Many of the cases can be traced back to fly in's, and particularly ones who think the rules don't apply or aren't comprehending the rules very well.

Why would they want to test before boarding, if they test positive it then becomes the departure country's problem.
Putting them on a plane gives the problem to someone else.
