Thats a now brainer Reduced health cost to community from smoking related disease plus cost of massive anti smoking campaigns minus revenue from tobacco excise equal a healthy surplus for consolidated revenue.

That said I am not in favour of endless new laws banning this and that, the driving without due care and attention law will do just fine when required.
