We had a guest speaker at one of our club meetings a few years ago. IIRC, the guy's name was Peter, and Peter worked in the fuel industry. He told us heaps about Ethanol blends, why they use it, how they use it, and why if people want cheap(er) fuel, specifically PULP, it was the way of the future. Adding a bit of cane sugar by-product to petrol boosts the octane rating, and is cheaper than the additional refining needed to create PULP from crude oil.

He also revealed other things like if your car isn't tuned for PULP, there is zero benefit in using it, and most Aussie cars aren't tuned for it (if they normally run on ULP). Some European cars have a ULP tune - actually, they have a PULP tune, but will run in a slightly detuned state on ULP, but most Fords and Holdens don't have this, so PULP is a waste of time, except where it is specified as the minimum fuel to be used (eg BA XR8s etc).

I also do a fair bit of reading, and if you use google effectively, you'll see who the idiot actually is.
