I think guy who made this idea, was on Today/Tonight or ACA (one of them) a few months ago.

I was sent a letter of "speeding" a long time ago. I knew it was me, and I know that I was probably doing the speed limit or just above it (around 5k's above), so then I did the right thing and advise my insurance company.
As many ppl have fallen foul to the clause "You didn't tell us about your speeding fines, so we not going to pay your damaged car".

It's all about common sense, you don't speed, you wont get caught.
But if you got booked in an area at a specific time, where you know you were there, just pay up and shut up (A.K.A Suck it up Princess).
But yes, certain cameras need a little more people power to attack a dodgy camera.

Just like the red light camera, I think it's in Moorabin/Mentone area (Melb).
Lets 2 cars through on an arrow turning right, light flashes when you are half way through,on green to yellow, you get fined when doing it all by the book.
Residents know it's wrong, Police know it's wrong, Council know it's wrong, Vic Roads know it's wrong, but you still get fined and points aren't removed even though it's illegal!

I can see a truck smash in that area soon! For all the "right reasons".
