Default Headlight bulb replacement for 2006 Fiesta

Hi all,

I know this might have been asked but as I searched I found most question is about HID. And I would like to have recommendation as well.

I need to replace headlight bulb for my 2006 Fiesta (WQ 3 door). Would like to have something brighter than the original one came with the car. I am looking at this:

My question:
  1. Is this legal in australia?
  2. Do you have better product to recommend? (I don't want to spend too much ... something that just works and brighter that the original bulb).

Just an update, I just bought a pair of H4 artic from Repco. Since I am not sure whether the one on eBay would be legal here I thought it's safer to buy from Repco so I can ask the guy over there. Thanks.
