Default can MC mondeo speedo be wound back?

there are some 2013 mondeos for sale with <30k on the clock. Seems low. Can these be wound back?

Not sure however I have a 2013 Mondeo (not for sale) that has just under 30000km on the odo. Might be legit.

They can be programmed to read what you like yes.
