I think you are talking about a plate that ford used to hide rusty rotors that came straight from the factory! Only surface rust though, nothing to worry about.

These discs get blamed for overheating brakes....not recommended.
Seemed to be bloody effective with dust though |

take them off ,will also help keep your brakes cooler(i think??)

I think it was also designed to space the wheel out just that little bit. My AU doesnt have it, because it did get the Tickford rims from factory, but there is like a spacer thing about 2mm thick over the studs.
