Default traffic counter tubes

hi all,

on a single lane country road near me, a number of pneumatic counter tubes have been set up at a roundabout. The odd thing is that there are 4 pairs of tube on each roadway. I believe a single pair is enough to count traffic in both directions on each road, so what is the advantage of the additional pairs on each roadway?
