Default Ford Festiva Power Steering Noise

I own a 1999 Ford Festiva. Since I bought it off my brother it has always made a loud yearning sort of noise when you steer the wheel. It only occurs if you turn from parking or going around tight corners. I also noticed the wheel is a little hard to turn. However, I'm only comparing that to my parents Honda Jazz. Im unaware of how a normal car's turning should feel.

I have heard Ford use cheap plastics in some of the power steering parts which are prone to breaking. This IS NOT a power steering fluid problem. I have already flushed out the fluid and replaced with new fluid with no success. Wondering if anybody experienced the same problem and has a solution.

Note: I have already tried flushing out the power steering fluid. That is not the problem.

Would look at the drive shafts.
Certainly make a noise when steering if they need replacing.
As your vehicle is 15 years old it is a likely suspect.
Don't take it to a mechanic, take it to a front end specialist.
