they are a special promotional taxi that both yellow and black & white cabs have in Brisbane.. THe sides are painted black to make the signage easier to read.. THey get covered from nose to tail along the sides in one huge decal.
All they have done is pulled all the stickers off

the thing is though, that unlike a standard taxi painted in some sort of disgusting yellow or orange colour, at least with this one, you could just get a black bonnect and boot from a wrecker or get all the orange sections sprayed black and you would have a nice looking black AU. Add another grand to replace the interior with fairmont bits and you've got a pretty nice car for under $5000, and as fauxpas has said, being a taxi, there will be plenty of life left in it yet.
