Having owned a car for 4 months in California, it was easy enough. Problem was trying to get the car to pass the smog test when trying to sell it. First it was a sensor, then the timing, and then something else. I think I paid for 3 smog tests and it never passed. I ended up lending the car to other guys who we worked with and they ended up selling it to one of the mexicans we worked with.
I think it would probably be a good idea as it means that the enviro crap on the cars have to be working properly before transfer of ownership. It would probably kill off the high performance car though.
