Default New Vicroads regulations?

I have just been told that from January 1 2011 there are some new Vicroads rules that will come into force regarding modifications and roadworthiness of vehicles and they sound pretty far reaching.
Some of what I have heard is that all modifications that increase performance will now need an engineer's certificate regardless of how minor.
Guages on A pillars,steering columns and tops of dash boards will apparently be outlawed.There is apparently also something in there about bonnet scoops.
Another one is that Vicroads officers will be actively pulling over cars and
conducting roadside roadworthy inspections and targetting old car gatherings such as the All Ford Day & Picnic at Hanging Rock.
Roadworthy inspection costs are apparently set to skyrocket due to extra paperwork as well.
Apparently the idea is to get as many "unroadworthy" (old) cars off the road as possible but I haven't been able to find anything on the Vicroads website and I'm surprised that Street Machine or Unique Cars haven't jumped on this if it's true.
Has anyone heard anything about this?

Does someone from Vicroads even have the authority to pull someone over. The last thing I'd do is pull over if someone other the police tried to make me.

i thought they had more authority on the roads than police.

Dunno, but unless you're a fire truck, ambulance or a marked police car I'm not pulling over for anyone or anything. I've already been jumped once, have no intention of letting it happen again...

Yes. They can also issue infringements. This was highlighted when for the first time ever they handed out speeding fines during a major police blitz in Melbourne a few months ago.

These new rules are concerning, but it should be a policing job. Considering how many unroadworthy and unsafe cars are on the roads every day that can be easily defected by police, I can't see new laws (to make money) having any effect.

Soon we really will have to be forced to walking - but they'll find a way to fine you for jogging (exceeding foot speed by 5 steps per minute).

Hmmm..... This is a big concern if it's correct. Actively targetting car enthusiast gatherings isn't new but what's the agenda here?? Put all old cars off the road regardless of their limited use?? There are more unroadworthy cars in general use than among a group of enthusiasts who have pride in their cars.

More nanny state garbage!! With any luck a change of government in November might short circuit this.

Some of what you mentioned is already illegal in Vic, it's probably they will be having a crack down on it like they did with window tint etc
