given that I just followed a Hwy Patrol car sat in the rh lane not overtaking anyone, at below the limit, maybe they ought not to be too strict on the rest of us.

RR130 is one of the absolutely worse written rules in the whole book. There are so many exceptions to 'keep left' that I don't think anyone could seriously ever enforce the rule.

What are the exceptions?
Road hazards in the left lane or the need to turn right are the 2 I can think of.

Given the number of Vic registered caravans and motorhomes travelling well under the posted speed limit on Queenslands highways, its amusing to see that Victorians ate getting booked for a mere 5-8km/h under the limit!

Interesting to read one of Surf Coast Police's response to a comment - "unfortunately potholes are a VICROADS issue and it can't be used as a defence. Would be judged on a case by case basis - the stretch we refer to is perfect."
